Is there anyway to link that to Fiction Writer, or Author? Because often times authors create their own characters, it would be redundant to describe a Person as an Author, and as a Character Creator.
If you come across topics of people who are both Authors and Fictional Character Creator, feel free to co-type the topics as belonging to both types. Often authors create their own characters, but increasingly common are the opposite, where popular characters sort of take on a life of their own long after their creators are gone. James Bond movies, Doctor Who novels (many of which are not canonized), even Sponge Bob Square Pants children's books are some examples where the Author or Film Writer is not necessarily the Fictional Character Creator for characters in his work.
From the example above, it should also be clear that Fictional Character Creators are not all Authors. If you browse the Fictional Character Creator type, you'll see co-types such as Film Writers, Comic Strip Creators, and TV Writers, many of which are not Authors. It seems prudent, then, to apply co-types on a case-by-case basis.
