Aside from disallowing direct edits to people without access, the type schema editor page could allow anybody to suggest a property that they think should be part of the type. The user would name the property and point to the expected type, just like any other property. It wouldn't be functional as a property until the administrators created it themselves.
Also, the type that the suggested property points to could be a new one, stored in the suggester's private domain.
This 'suggested property' should be a full topic so that users can describe and discuss it.

I certainly agree with the intent of it but there are some implementation details that continue to concern me about it (users may want to point at existing types, type editor already has a very complicated UI and this will only make it worse, opening up something like this will likely entice our designers to want to do more comprehensive changes to the UI in the short term) ... I still think that finding a way to make the discuss functionality more apparent from the type editor page is the right way to go short term. We don't gain that much by having the user name the property and select an ECT... this kind of info can easily be captured in a discussion post and then responded to in the same post -- with little or no additional engineering.
