I don’t think that the industry should be merged with the general concept of electricity, but I do think that the companies with the general concept as their alleged industry should probably be migrated here or to a related industry.

for asigning to companies you want the most specific topic, i.e. /business/naics2007/311920

the higher tree (with the confusing name) is just there as a placeholder so they can specialize the tree later without renumbering people. every level of their tree has a child which is the same meaning as the parent. e.g. http://www.freebase.com/view/business/naics2007/3119

I checked -- that is indeed the reason. The two topics are actually linked to different NAICS ids, although that linkage isn't obvious in the client.

I think this is because the NAICS actually classifies this industry this way. (If you really want to see how they do this, you can follow the link "2007 NAICS codes--2- through 6-digit" on the NAICS home page: http://www.census.gov/epcd/www/naics.html.) But I'll double-check that this is the reason.
