WYSIWYG editor has issues with newlines

For the first paragraph in a text box (like this one) hitting return at the end of the line inserts a return but keeps the cursor on the same line.<br><br>Hitting return a second time will put the cursor on the next line, rather than two lines down. It's only when typing additional text that the cursor will move to the next line.
